Thugs are organising syndicated auctions – allegedly with the help of local banks – as a means to launder money, claims a consumer association.
SHAH ALAM: Underworld mafia and thugs have allegedly infiltrated the local banking system.

According to Subang, Shah Alam and Selangor Consumers Association (Cassa), bookies and loan sharks are working in cahoots with financial institutions to take over banks’ non-performing loans (NPLs) and are manipulating the property auctions.

Cassa president Jacob George said “agents” were forming companies and debt-collecting agencies to carry out their activities, and urged the authorities to quickly set up a task force to probe into the matter.
He alleged that these agencies were controlled by the underworld figures, who would offer to take over bank’s NPLs in order to launder illicit monies.

These companies would organise syndicated auctions with banks.
George claimed that one politically connected bank had in fact sold over 43,000 NPLs to debt- collecting agencies while another had traded in 28,000 NPLs.

“Based on our latest study, more than 63% of the victims are alleged to be Bumiputeras,” he told reporters today after lodging a report with the Malaysian Anti-Corruptions Commission (MACC).

He alleged many bank officials, for the sake of self-interest, were willing to reveal privileged information of properties to these thugs.

“These people would then split into four teams, one would bid for one particular property and another would bid another. On paper it might record 20 bidders have attended, but in fact only four people made bids,” he said.

George alleged that in two cases in Penang and Selangor, a successful bidder was found to have set up the company just three weeks ahead of the bid.

“When we investigated the background of the company, together with our police source, we found out that the owners were a bookie, a tobacco smuggler and loan sharks,” he claimed.

He also cited another case whereby the bank auctioned off a property owned by a Bumiputera company, after allegedly increasing the redemption sum from RM13 million to RM15.8 million within two months.

“The successful bidder paid RM15.8 million in cash! This is unheard-of. From where did he get the money?” he asked.

George said he had submitted the evidence to the MACC and is now demanding that the Finance Ministry, Bank Negara, MACC and the police set up a special task force to address the issue.

“We are giving them 21 days to react, failing which we will stage demonstrations outside of banks all over Malaysia,” he said.

Jamil took a loan from Maybank Finance for a joint scheme with a Maybank Officer.  The scheme was doom from the minute the loan was approved. Jamil could not finance it so he opted for a different schedule for repayment.  Though we wrote in to appeal that the Maybank Officer was responsible for the loss as Jamil did not benefit from the loan, Maybank Finance did not want to entertain or reply in black and white.  Instead we repeatedly got verbal rejection. 

Then the Maybank Officer passed away.  Our nightmare began from there. 2 officers by the name of Nazir and Saravanah and in between another man by the name of Cheong came to the house not once but around four times to discuss how the bank can help.  A lot of interest was placed on the condition of the house. On three occasions I brought in interested parties who offered to purchase the property that was not agreeable to the officers.  They even insisted that the property was a Bumiputra Lot that cannot be transferred to other races.  I have gone through the title with several lawyers but I did not see that condition. The bank officers continue to insist that they have already spoken to Land Office.  

During the period of discussion the finance company changed many lawyers causing a bit of confusion to us.  Then in 2002 Mutang & Co took over and that was the end of any contact. The lawyer in charge of my property refused to answer my calls or give me an appointment.  The officers from Maybank cease to exist and even Cheong who is in charge of my property denied receiving any letters, proposal or met me and even refused to acknowledge that my house was sold and that it was transferred on a Sunday. No bank statements or letters from 2002 till June 2005. 

Sometime in July 2005 my husband was inform his account had been transferred to Sogo Branch. 

In 2003 my neighbour from 11 Jln Wirawati 9 started to harass me asking me when I will be moving out since her relative has bought it.  She even had all her mails directed to my address.  Then someone set my house on fire in 2004. 

A few weeks later Thanapalingam from Syarikat RS Maniam came to the house and told us that the house will be auction off on the 17th May 2004, on the same day Taranjit Singh, his wife and a malay man told us that the house belong to them. On the 17th May 2004 Jamil went to check the auction that was schedule at 9.30am but no-one was around.  After half an hour of waiting, he left and even called Thanapalingam who did not bother to answer the calls. At around 1 pm Taranjit Singh, his wife and a malay man on motor-bike came and told us to leave immediately, otherwise we have to pay him RM3,500 monthly till we vacant the property.  He also mentioned that if I am willing to come up with RM45,000 cash he is willing to withdrew the purchase and the bank can take action again, a date convenient to me. I rejected and told him off. For the next 120 days he, Rajah, Thanapalingam and the malay guy on motor-bike constantly are at the house harassing and verbally abuse my family and me day and night.  Over the phone Taranjit  continued to abuse Jamil during office hours. After the 120 days the abuse stopped but we were followed everywhere by them.  They were very bold about it.

Just before Chinese New Year in 2005 Taranjit came to my son’s shop and demanded RM1 million from me, in return I told him to fly kite. Then on the 9th April 2005 he caused a riot in front of my house after unloading two tons of soil blocking the main and side gate.  In the presence of 12 Alam Flora workers who came to remove the soil, all the neighbours from Wirawati 9 and 8, 8 policemen and four senior police officers he shouted that he will burn the house again, demanded RM1 million from me and went up to my eldest son and challenged him to a fight and called him a coward and threatened to kill him.  The 6 men that were with Taranjit that night had parangs with them.  When the police came they quickly left with Rajan.  I did not make a police report over this incident because the police were at the scene to witness first hand. 

A week after that Jamil’s documents and books were stolen from the car.  We had stayed in that house for 20 years and that was the first time someone had entered the compound and stole things from the car that was locked.

Every incidents were reported to Cheong who only listen and refused to comment.  Till the day I moved out he refused to acknowledge that the house was sold or give a letter. Since Taranjit came into the picture I have made 5 police reports, called and had police patrol cars in my house at least 20 times.  Each time no police actions were taken against Taranjit.  Instead he will turn up at my son’s shop the next day and tell us off that his connections are with judges, lawyers, land office, banks and even police top officers that if I am not careful I will be another Perera Case. 

I already inform Tan Sri Musa Hassan and Tuan Azmi from AG office but no action were taken against Taranjit and gang. Till today 2007 he still comes to the shop, now asking for RM1.2 million and to kiss his feet. It seem odd for someone who already taken possession of my property.  Like to mention that during the 120 days abuse period Taranjit and his gang had gone to my children’s schools, neighbourhoods, surau, shops nearby and Alam Flora office Cheras and Head Office to embarrass my family and me.

Taranjit Singh
Runner for RS Maniam, operate lorry leasing.  RS Maniam’s men use the lorry business to legalize all illegal transaction.  My property is the first one that they had to register in a runner’s name with land office. 

Operational method.

Before the auction date they will identify the interested parties.  The runners will convince buyers that they are also interested.  But for a sum of RM2,000 each they will withdraw. They will start with 9 runners if the property is hot. 6 – 7 runners for medium and 3 runners for low. If not successful they will get their own members to take up the sale without any payment.

Second method – Get rid of the owner from the property using whatever means and then find a buyer within two years.  If cannot get buyer, the syndicate will return the property to the bank and the whole process will start again. No money is exchange. In the meantime the interest is still charge to the original borrower.

Third method – Do transfer first then inform the borrower property no longer theirs. Most time paper work are back dated and done on non-working days.
 
If you can investigate, you will see how the operation works and how aggressive these runners can be.

Same gang running the scheme around Kuala Lumpur and Selangor, so every auction you can see familiar faces.

So when I met the auctioneer and the runners at my son’s shop it was those familiar faces that struck home.
